The Project 670 Skat submarine (NATO Charlie class) was a nuclear-powered cruise missile submarine built for the Soviet Navy and later operated by the Russian Navy. All Charlie I/II class submarines have been decommissioned. A Charlie-class submarine was used to test the Onix missile.

The Project 670 Skat-class missiles, named Charlie by NATO, are a group of 17 nuclear-powered ballistic missiles (SSGNs) produced by two different build groups. The NATO names Charles I and Charles II were commissioned in the Soviet Navy in November. 1967. They differ from guided missile submarines (SSBNs) by carrying anti-ship cruise missiles as their primary armament. They carry torpedoes both for self-defense and as an alternative to traditional replacement hunting roles, and they can even be modified for a limited minelaying capability. The first 11 were of the Charles I Group, the last seven were of the Charles II Group (service date 1972). The biggest difference between the two was that the Charlie II was 8 meters longer on all four sides to allow room for the electronics and control systems needed to handle the SS-N-22 Sunburn anti-ship missile. Charles I enters the army with the SS-N-7 Starbright anti-ship missile, the best of the time.
